To configure KAV (or, presumably, KIS), set it up as follows in Download Statusbar's configuration (your path may vary):
Anti-Virus program location:
C:\Program Files\Kaspersky Anti-Virus\avp.exe Arguments:
scan %1 Yes, I realize that avp.exe merely calls avp.com in turn. Because of this, you can point to avp.com directly, if you wish. I prefer to invoke avp.exe so I don't have to worry about the 8.3 file naming convention--let avp.exe worry about that.
Also, do not include quotation marks around the %1. If you do, the scan will not work (in my experience).
No matter what, always test your settings afterward, by first temporarily disabling KAV's protection (so the HTTP and real-time scanners do not get in the way), and then downloading a test file from eicar.org. If you've set Download Statusbar up correctly, the scanner window (which is just an ugly console window, but no matter) will remain on-screen, and will prompt you to either delete or skip the EICAR test file. If the scanner window closes without prompting you, your settings are incorrect!
Finally, it's not quite true that there is no point in using Download Statusbar to scan downloaded files. Using this type of scanning checks archives more thoroughly than is done (by default) by the real-time scanner. Also, it helps ensure that your downloads will always be scanned--which won't be the case if you manually disabled KAV's protection, and forgot to re-enable it.

If you don't want to use the default scan options, you can look at what other options are available by opening a command prompt and running:
avp.exe scan /?

I do this, but do not work. I see the black window, (maybe the scanner window) but do not see any action. Nothing happens.

I'm very sorry for not replying sooner. (I don't check in here very often, and did not receive any reply notifications.) When I use avp.exe scan %1, the KAV scanner works properly when there is a detection (e.g. with the EICAR test file), and when there is not. With the EICAR test file, the "black" console window (i.e. the avp.com window) remains, with information regarding the detection shown in the window. When no malware is found, the avp.com window flashes on screen, and disappears. I'm currently using KAV 6.0.2.614 on WinXP Pro SP2. Sorry, I don't know what could be wrong if it behaves differently for you. Check that you are using the correct settings. The exact contents I have in my Download Statusbar settings are as shown in the first post of this thread. Again, please note I use avp.exe, not avp.com.
