Can i use my userChrom.css to change the font attributes of Downlaod Statusbar?
Specifically, the Progress Notifications. I would like to remove the bold and maybe edit the size and font.

Yes, as long as the style is set to "default" on the Appearance tab of the preferences, userChrome.css can used.
Specifically to change the Progress Notifications you want to use .db_progressIndicator {}
All of them:
